Norris is a character played by a host in Westworld, William, Logan and Dolores come across him in the town of Pariah.

He's first seen leading a group of Confederados who are moving a group of enslaved women. He is trying to get his hands on nitroglycerin and hires El Lazo to procure it for him. He later attends an orgy in celebration, ignoring that Lawrence is smuggling the nitro to the Revolutionaries and giving Norris whisky instead. He's shot down by Dolores Abernathy, when he and his group threatened William after the Confederados discover Lawrence's trick.
